These, and other issues, are addressed in the Department of Natural Resources’ (DNR’s) Mississippi River Corridor Critical Area (MRCCA) rules. The Critical Area was created by Executive Order of the Governor back in the 1970’s. The rules are now being revised. The DNR is set to publish the rules in Fall, 2015. There is then supposed to be a public comment period.
